Of every UK-licensed casino RTPTrack has audited, only two deploy both Book of Dead and Starburst at theoretical RTP: Bet365 Casino and PlayOJO. Every other operator we've verified sits at the mid-tier 94.25 per cent on Book of Dead or the 94.05 per cent tier on Starburst, and the worst UK-licensed deployment we've documented drops Book of Dead to 87.25 per cent. This piece covers what we verified, how we verified it, and why these two operators stand alone.

What "theoretical" actually means on a UK casino

Every UK-licensed slot ships with a provider-stated RTP. For Book of Dead, Play'n GO publishes the theoretical at 96.21 per cent. For Starburst, NetEnt publishes 96.09 per cent. These are the numbers you see on the paytable at the studio's own demo pages and in every piece of marketing about those titles.

The trap is that UK operators are not required to deploy those numbers. Provider tier systems hand operators a menu of RTPs on the same game. Play'n GO ships Book of Dead in five tiers: 96.21, 94.25, 91.25, 87.25, 84.0. NetEnt ships Starburst in the 8-tier NetEnt standard spanning 99 down to 90. A casino can carry the same slot with the same branding, the same reels, the same feature set, and a materially different mathematical return.

"Theoretical" as we use the term means the top tier the provider publishes. It's the number that matches every demo and every review. We've covered the Book of Dead tier ladder in detail. The short version is that Play'n GO does not pick which tier a UK casino deploys. The casino does.

    What we verified at Bet365

Bet365 Casino operates on an in-house platform, not a white-label. That matters because most UK casinos acquire their slot content through aggregators who negotiate tier commitments at the platform level. Bet365 negotiates directly with studios. The Oddschecker published audit of February 2026 confirmed Book of Dead at 96.21 per cent on Bet365. SlotCatalog's 2026 crawl confirms Starburst at 96.09 per cent on the same casino.

Neither figure is a rounding artefact. The Book of Dead deployment sits at tier one of five — the mathematically highest Play'n GO ships. The Starburst deployment matches what NetEnt lists on its own commercial material. Bet365's deployment on these two flagships is what a player would reasonably assume they're getting when they open the game.

Bet365 carries other slots we have not yet verified. This piece makes no claim about the rest of the catalogue. The statement is specific: on Book of Dead and on Starburst, Bet365 ships the provider-published number.

    What we verified at PlayOJO

PlayOJO operates on the SkillOnNet platform, but with a brand pledge the platform does not impose on other SkillOnNet casinos. The PlayOJO marketing position — no wagering requirements, no terms that effectively return bonus value to the house — extends to their RTP deployment. PlayOJO's review at RTPTrack explains the position. On Book of Dead, SlotCatalog confirms 96.21 per cent. On Starburst, 96.09 per cent.

The contrast with other SkillOnNet brands is informative. Pub Casino, also on SkillOnNet, does not deploy Book of Dead at theoretical. Slotsino does not. The white-label network defaults to mid-tier — PlayOJO is the operator that chose to deviate upward. That deviation is a brand decision, not a platform default.

    Why only these two

Three operators we might have expected to join them don't. Casumo deploys Starburst at 94.05 per cent despite maintaining theoretical Book of Dead. LeoVegas deploys Book of Dead at 94.25 per cent and Starburst at 94.05 per cent — mid-tier on both. Rizk ships Gates of Olympus at 96.50 per cent but Book of Dead at mid-tier.

The pattern is that deploying one flagship at theoretical is a marketing angle. Deploying two flagships at theoretical requires an operator commitment to player value that cuts into house margin. Bet365 can absorb the margin cost because the casino is a small share of total Bet365 revenue — the sportsbook dominates. PlayOJO absorbs it because the theoretical-RTP position is the brand.

Aspire Global sister casinos — Karamba, Magic Red, Cashmio — sit at the opposite end. Book of Dead at 87.25 per cent ships across the Aspire network, an 8.96 percentage-point gap below Bet365 on the same title. That is not a rounding difference. Expected loss per £100 wagered is £12.75 at 87.25 per cent against £3.79 at 96.21 per cent. Same game, different mathematics.

    What this does not mean

It does not mean Bet365 and PlayOJO deploy every slot at theoretical. We haven't audited every slot. We've audited Book of Dead and Starburst because they are the two highest-volume UK titles and the two with the clearest public deployment data. Extending the claim to "Bet365 always deploys at theoretical" would be irresponsible — we don't know.

It also does not mean these two operators are the right casinos for every player. RTP is one variable. Withdrawal speed, bonus structure, catalogue size, live chat responsiveness, responsible gambling tooling — all matter. Play'n GO's own distribution decisions vary title by title, and what holds for Book of Dead does not automatically extend to every title in the publisher's catalogue.

What it does mean is this: on the two slots that carry the most recognisable UK brand names in the category, Bet365 and PlayOJO are the two operators a player can open the paytable at and see the number that every piece of marketing about those slots also shows. Everyone else deploys a different number.

    How to verify yourself

Both casinos expose RTP in the in-game paytable. At Bet365, open the slot, click the gear icon top-right of the game window, select Game Rules or Information. RTP appears on the final screen. At PlayOJO, the paytable is accessible via the menu icon in the top-left; RTP is listed on the final rules page.

If you see a different number from the ones stated here, screenshot it and tell the RTPTrack team. Deployments can change without notice. The RTP calculator turns any deployment figure into an expected-loss-per-session number so you can see what the gap costs in practical terms.

    Bottom line

On Book of Dead and Starburst, Bet365 Casino and PlayOJO are the only two UK-licensed operators RTPTrack has verified at provider-theoretical RTP. The gap between their deployment and the lowest UK-licensed deployment on the same title — the Aspire Global 87.25 on Book of Dead — is 8.96 percentage points. That gap is real money over a session, and it compounds across every wager.
